Your “MediTrust-Powered” Health Companion | HuHuiBao 2025 Officially Launched

On April 22, the 2025 edition of Shanghai’s customized commercial supplementary medical insurance, HuHuiBao, officially opened for enrollment.

The 2025 HuHuiBao remains open to all residents covered by Shanghai’s basic medical insurance. With no age, occupation, or health status restrictions, the annual premium is maintained at 129 RMB per person. The policy continues to offer five key liability items: liability for out-of-pocket inpatient medical expenses (including non-covered consumables, medications, diagnostic tests, and treatments, with no formulary restrictions); liability for designated high-cost domestic specialty drugs; liability for proton and heavy ion therapy; liability for overseas specialty drugs; liability for CAR-T therapy drugs. Deductibles and reimbursement rates remain unchanged from the previous year, with a maximum coverage limit of RMB 3.1 million.

Since its launch in 2021, HuHuiBao has adhered to the principle of “government-guided, commercially operated, benefiting the people”. With multiple rounds of product and service upgrades, it has now entered its fifth year of operation.

Compared with 2024, the 2025 edition has achieved “One Expansion, One Enhancement” with enhanced insurance liability and broader healthcare services coverage:

One expansion: the list of covered specialty drugs, both domestic and overseas, has been further expanded, and all drug indications have been updated to the latest standards. The number of covered domestic specialty drugs has increased from 41 to 48. The overseas specialty drug list remains at 28 drugs, with several updates. CAR-T drugs covered have increased from 3 to 4.

One enhancement: the service experience of Huhuibao for 2025 has been further upgraded. Existing exclusive benefits such as 10% discount on out-of-pocket drug purchases at over 2,000 designated pharmacies citywide, and online consultation privileges with specialists at Grade A tertiary hospitals will continue. A new 10% discount guarantee on originator drugs has been added, supporting both online and offline pharmacy access, thereby meeting the diverse healthcare needs of all user segments.

To encourage broader family participation, the 2025 edition of HuHuiBao has expanded its personal account family mutual-aid mechanism. In addition to allowing participants to use their basic medical insurance personal account balance to purchase the policy for themselves and immediate family members (parents, spouse, and children), coverage can now also be extended to additional close relatives, including siblings, grandparents, grandchildren, and other direct kin.

As the largest government-subsidized health insurance program in China by number of participants, HuHuiBao has recorded over 26 million enrollments over the past four years. As of the end of March 2025, total cumulative claims payments exceeded RMB 2.2 billion, with the youngest claimant being under one year old and the oldest 104 years old. The highest cumulative claim payout for a single insured individual has surpassed RMB 3 million, benefitting hundreds of thousands of households.

MediTrust Health has been the designated specialty drug service provider for HuHuiBao for five consecutive years. Data shows that as of March 31, 2025, MediTrust Health has supported the completion of 18,477 specialty drug claims under HuHuiBao, with a total payout exceeding RMB 350 million.

The presence of care in Shanghai to benefit all. It’s reported that starting today, individuals covered by Shanghai’s Basic Medical Insurance (including basic health insurance for both employees and residents) may enroll in HuHuiBao 2025 through the official insurance enrollment QR code.
